No crank after Timing chain and headgasket replaced

1993 240sx stock ka24de 5 speed manual, so i changed the head gasket and did the timing chain also car has about 103xxx miles, car was sitting for a year til i got it back together. Today i put the last pieces to start the 240, distributor, battery (got charged during sitting) fresh coolant, new oil, new injectors, put a bit of new gas in the tank with a can of seafoam. Go to start and no crank at all but dash lights up, i went to check how the fuel pump was sounding and it was making a whistling noise and not the low hum pumps usually make, i did not siphon the old gas yet out the tank. I tapped on the starter to see if it was stuck, but no clicking or cranking. I feel like the Fuel pump is one problem but it could of atleast crank, also feel like i missing a plug or connector when assembling the ka. Could a week fuel pump stock the car from cranking or am i missing something here? im testing the battery and siphoning the gas tank tomorrow

Have you tried spinning the engine over by hand?
Put a ratchet on the crank pulley bolt and try cranking it (remove the spark plugs to make it easier if you want). That should verify you didn't do anything crazy with the valves/timing chain when you were in there.

Battery being charged may well mean nothing if it was old before the year it sat. Get it loadtested.

THEN listen to fuel pump, battery being low will not let it spin right. If still sounding bad pump may be dead too if they use ethanol in local fuel, it kills fuel pumps that sit unused like you wouldn't believe.

I did spin it over after it was all put together, to get tdc for the distributor no chain slipping or valve noise

I had the battery tested at advance it came out good cca were like 15 below but not much and kept full charge

Yeah, maybe you cooked your starter relay or something.
