No CEL light = Failed Emissions

Took my car in for the annual emissions test and it failed immediatley.

The cause was that my CEL doesnt come on during the key on engine off position.

Does anyone know of any common solutions to this problem?

I need to fix this asap so I can drive the car legally.

Is the bulb dead?

it is a possibility, wouldnt I have to take apart a good portion of the dash to get to it?
