Sorry, I can't answer your question about Florida's emissions...
There have been a lot of threads about if catalytic converters add horsepower or not, a search (whenever search starts working again) will find them. Basically, without the converter, the exhaust flow will be lest restricted and lessen backpressure. The less backpressure, the better. You may get small gains from it, but nothing you will notice. Most (including myself) go with a high flow converter...its still there, it just flows better than stock. Mine is from Catco, but you can get them from Random Tech and a couple other places.
It's your choice whether you want to run a converter or not. Catback exhausts are made to bolt up to your converter, but you can replace the converter with a test pipe. A test pipe is just a piece of pipe that replaces the converter.
Just for example - to try to free up some horsepower I chose a high flow converter, 2.25" pipe (best exhaust size is always debated, there are numerous threads about what is best also) with the least amount of mandrel bends possible, eliminated the stock resonator, and used an 80mm Tanabe muffler.
