HVAC system are designed to default to the defrost mode in case of failure so you can continue to see and safely drive the car.
IIRC, the actuators in that car are vacuum actuated. If there is no, or poor vacuum to the inside components, it will just blow through the defroster.
Look at the hoses under the hood that bring engine vacuum inside for starters
The actuators inside the car can fail too, and wont hold vacuum. Listen for hissing.
