No AC Compressor or cooling fan turning 93 Altima

A separate issue, I also have a 93 Altima, with non-working ac, and cooling fan automatic on with ac. What is common problem here if the cooling fan does not come on when ac is activated, compressor not on, but spinning, cooling fans not on, seem to come on when warmer engine though? Is this sounding like a fan resistor, low pressure switch, or something else? I think I tested the relays correctly with an ohm meter.
