Nissan sentra Problems. Fuel filter and Engine noises

Exuse the description of the topic didnt know what to call it..

So Awe guys whats up. I have a nissan sentra 1.6 1999 model right. 130000 km on the clock. Ok so my sentra loses power after 4000 rpms, it cuts out when idling sometimes ... it sometimes takes for ever to start. We sent it in and they charged us 2500 rand... about 250 dollars for a service and for them to tune up the engine cause apparently that was the problem.

Apparently not cause problems still there. Took it back wanted to charge us 2800 rand aboutt 280 dollars to replace the gfuel filter cause apparently that was the problem... is it true you think>???i dont trust these people here lol so what you guys think is the problem?

Also when my car is on and i fully lock the steering wheel left or right there is a horrible squeeking noise as if the tire is touching the fanbelt or something moving. So we checked it and that cant be cause the mudprotector is still there so, please help. Oh and like maybe a tutorial on how to fix it would be cool too im not fixing inclined as i fix computers and was studying mechanical electrical structural architectural drafting.
