It could be the harness or connectors between ISC & ECM, need to check continuity , voltage signals, pin terminal check (a female terminal could be loose). Try to get a similar single male terminal like the one on ISC , disconnect the ISC connector(harness side) & slide it in each of the female terminal, tightness should be the same on all terminal. Same procedure on ECM side where the ISC wiring is. Just hard to find a single male terminal like the ECM, very skinny. Make sure battery terminals are disconnected, when doing this test. Getting the right thickness & width male test terminal is the key. Try to practice on similar terminal so that you will get familiar how tight they go in & out. Another type of a good continuity test is by using a test light & battery voltage w/ both connectors disconnected & vehicle"s battery terminals disconnected.
