This is what happens when you train automakers to build-to-test. Put too much importance on crash test ratings and that becomes the focus. Another case of the act superseding the purpose. Building a safe car involves more than just select crash test ratings, but when you establish a standard that people then hold up as a qualifier, automakers have little choice but to build-to-test. Pass the tests, get good publicity. It's a sea of self-perpetuation. Then BAM let's throw a new test in. It'll take a few years for automakers to catch up but soon they'll be building for that one, too. In the meantime, however, those lagging behind are made to look bad when in reality nothing has changed except the yardstick itself.
