Consult was designed to diagnose problems. The "control" features you mentioned are there to help diagnose problems, not tune your ECU. Also, with Consult, you lose all changes you made everytime you turn the ignition off. However, Consult would definitely be useful when tuning your engine since it gives you injector duty, mass air flow, timing, in some cases EGT, and lots and lots of other good information.
To actually change the way the ECU runs your engine, you'll need a piggyback, an EPROM, or another engine management system.
