Nissan 180sx w/ SR20det idle/timing adjust problems

I have a high idle issue with my car where it idles at 1200 normally and 1500 when cold but wont adjust. I also cant set my timing because when i unplug my tps the idle bumps up to 1500 - 2000 RPM with the iac adjustment screw closed all the way. i have checked the car for vacuum leaks/intake leaks and none can be found. any ideas?

Search. I put 'high idle' in the search bar and got 24 results just in the Nissan Online Mechanic forum.
