to adjust your fuel pressure to suit your taste. you can add more if you want to run more boost to play it safe, or you can drop it below factory specs if you want too.

my car came with an electronic fuel controller from japan and im also upgrade my stock fuel pump to a walbro 255...so this means i dont have to get one of these to raise the boost right???

That fuel controller controls the amount of fuel from the injectors. It intercepts the signal to the ECU and adjusts it. If you want to adjust fuel pressure in the rail you need a fuel pressure regulator. This is helpful with bigger injectors to ensure there is enough pressure against the fuel in the rail to aid in pushing it into the injectors.
