nismo 300km/h not working

Hi,ok i have a 89 240sx rb25det swap. i just bought a used nismo 300km/h gauge cluster from ebay. the reason i bought it is because my rpm gauge broke (jumping around) so i just bought a nismo one. so i got it 2day and i install it. first start up the rpm works so i was happy. and then i went for a test drive to test out the speedo and thats when i got disappointed because when i go around 50km/h the speedo starts to move. the speedo reads 20km/h where im going 50km/h. i dont know if the speedo is the problem or vehicle speed sensor (VSS) not compatible with the 300km/h nismo gauge. My old one works fine. (180km/h stock skyline gauge) it would be great if you guys have any input on this before i talk to the seller about a refund.
