Captain America is currently in development. It's set in WWII and tentatively sub-titled The First Avenger. Once Cap, and Thor are made the plan was to release an Avengers movie using all the actors from the individual founding members of the Avengers (Cap, Thor, Hulk & Iron Man - not sure about Ant Man & Wasp). From various reading it seems to be a little up in the air now. Jon Favreau (Iron Man director) did confirm that he won't be directing it.
