It seems like the ad links that are directly above the thread are subject-related to the thread topic (or perhaps key words within the threads). Ever since this new type of ad has been present, it seems as though the pages are loading VERY slowly. I have a cable connection and nothing else seems to be affected in my daily web surfing. But, NICO pages are painfully slow to load and it seems to be associated with these new ads.
Is there anything to this, or am I just projecting my frustrations onto the situation and making the ads a scapegoat?

Yeah, I've noticed that, too. I've got 56k at work and a cable connection at home and my loading speeds are exactly the same with NICO pages--and only with NICO pages. Generally pages load instantly with my cable connection. It takes about 30 seconds to load a whole NICO page on average.
