newbie throttle cable

running down the center of a 300zx V6 theres two throttle cables that "T" and a rotating bar that runs to the air intakes.. the gas pedal was very stiff to press so I cleaned the cables, springs, and bar... while doing so i noticed that one (passenger side) cable doesnt move.. when the pedal is pressed the drivers side cable moves freely and while its pressed the pass. side cable can be moved by hand but does nothing on its own.

A; what is the other cable for?

B; why doesnt it move?

A) cruise control

B) it will move when you set your cruise control, obviously you won't see it move as your car will be in motion:)
