Price is going to depend a lot on year. Safety is also going to depend a bit on year, as pre-'95 models lacked airbags. Reliability isn't a major issue, since it's a truck engine inside, it'll run with a lot of abuse. Repairs and maintenance are only as hard/expensive as you want them to be, I'm on my first car too (see sig), and I'm learning to do a lot of work myself, simply because I hate the idea of paying for something I can learn how to do. Enhancing performance... oh wow... you came to the right place for that one. Engine swaps are VERY common in the 240, and slowly turbocharging the stock engine is becoming a big thing. This is not to mention the vast amounts of parts available for naturally aspirated 240s (cams, headers, etc).
So, it all depends on your budget for the initial car as to how much you're going to be spending and getting.
Since you mentioned the snow, I have to promote the Sentra/200SX for you. A late model Sentra/200SX SE-R (95-98, or even an 00-01 like mine) can be had for as little as 240s nowadays, in part because 240s are a BIG trend (to some people), and thus their price is on the rise. With the Sentra/200SX, you get the stability of front wheel drive (as much as we all hate it), without quite the same econobox feel of a Civic, Integra, etc. The SR20DE is one of the best motors to ever come out of Japan in history, and no one refutes that (too much). It is low maintenance (for a car).
Let me put it this way: My '01 Sentra SE (SR20DE) will get the groceries, pack in some friends, and get 30mpg while doing it, without the hazards of RWD in the snow. Not to mention that my lightly modded Sentra could keep up with a 240 in most environments (130whp/126wlb/ft, somewhere in the 150s at the crank, viscous limited slip differential, sport suspension, etc...)
