Bust out the FSM wiring diagram and go at it, it's the only way.
If you aren't comfortable doing that, you should take it to a mechanic/knowledgeable friend.
The wire on connection side of the fuse should be a positive wire. Run a continuity test w/ ground by putting the multimeter into Ohm mode, then touching one end on one side of the fuse connection, and one end w/ ground.
The side that doesn't beep/has 0 ohms is the side that has a short somewhere. continue tracing that wire downstream until you find the section of wire touching exposed metal/a ground wire/whatever.
If you have any questions about what I said above, you can do some basic searches on google, like "how to use a mulitmeter", "how to find a short in a car", etc.
