I personally would be concerned about that tbelt, much of the value/price of the Z32 revolves around 120K service being done since there is so much riding on that. I personally did a 700+ mile drive back with mine, but it HAD had the tbelt done and with receipts...the one main thing I made SURE was done or I don't buy the car, period.
As for CA emissions, they are far more stringent and Nissan had to do some things a little differently with the EGR and more IIRC, and which needs be considered for modifications and repairs but little else.
IMO, if possible I'd negotiate the buy to include 120K service being done, by the seller or you, or NOT buy the car.
