New TT owner questions

So I'm buying a 1996 TT with 41k miles, 100% stock down to the radio. The owner averaged 2k miles a year, garage kept with car cover. Car fax shows regular oil changes. I'm going to fly down and drive the car back which is about a 700 mile drive. I have 2 questions.

1) The timing belt has never been replaced. Do you think I'm a great risk with driving it the 700 miles back home?

2) Vin decoding from here

shows the car has California emissions but the car fax shows it's never left Pennsylvania. Does CA emissions mean anything?

I personally would be concerned about that tbelt, much of the value/price of the Z32 revolves around 120K service being done since there is so much riding on that. I personally did a 700+ mile drive back with mine, but it HAD had the tbelt done and with receipts...the one main thing I made SURE was done or I don't buy the car, period.
As for CA emissions, they are far more stringent and Nissan had to do some things a little differently with the EGR and more IIRC, and which needs be considered for modifications and repairs but little else.
IMO, if possible I'd negotiate the buy to include 120K service being done, by the seller or you, or NOT buy the car.

The price is too good for me not to buy this car.
You think I need the 120k service? I was def going to do the 60k service when I got it back home, I'm just concerned about the drive. My time is limited for the # of days I can spend down in PA so I don't have time to do the service down there.

Is there a big difference in performance with the CA emission car (which I'm dubious about since the car was delivered in PA) and can the CA emissions be deleted?
