As for multi size wheels on the same model car there seems to be a set up feature that allows for this and the wheel size is selected prior to running the dyno.
It get worse... the car is also weighed at the rear axle. If the weight is off from spec, the car is is supposed to be failed... I don't know what the toerances are.... that is what the smog guy was saying...
Even worse still... the 20 year smog exemption is about to to be rolled back to 40 years!! all those 69 Camaros and Chevelles are in for a world of hurt...This has not been passed yet, but is is expected in the next few months
I have a feeling someone is BSing you.
1) Taller tire diamiter would lower RPM's at the same MPH lowering the amount of gas used per mile, whats bad about that? (aftermarket rims would not affect overall tire diamiter, if they are telling you that you cant have aftermarket rims they are completely lying to you)
2) If your car has to be a specific weight on the rear axle will i pass with a 1/4tank of gas as opposed to a full tank? What if i happen to have eight cinderblocks in my trunk for some obscure reason?
3) Why on earth would they want to push the limit to 40 years? what are the benifits? Old cars benifit from grandfather clauses, they didnt even have emissions testing back then, there is NO WAY to get them to pass modern emissions requirements.
just my honest opinion
