New S13 YAY aka new problems... booo

Ok so i get this a 90 s13 with a twin cam swap (woot) for 1300 bux from an old friend of mine but it has a few issuses. first it bogs down a bit in secound gear if it falls below 3k im thinking it needs a tune up but not sure, also i went to change out the cd player for an mp3 player i had laying around and of course the wires where all chopped... yay .. so i rewired it all the same way it was wired to the last cd player and now i have a whole new set of self induced problems such as seat belts wont slide if the car is not in the on position, mp3 player worked for a week now it only beeps like it doesnt have enough power to turn on my clock on my cluster doesnt work.also i put high grade fuel in it and im only getting like 200 mpt dunno what thats about so now that i have shoot myself in the foot does any one mind helping?
