new pads with new rotors required?

I've read thru many posts regarding warping and pads. I have not found an answer to my question though. Are new brake pads required when installing new rotors? I understand it may be preferred to start all new - but what are the facts?

No, but it's a good idea to bed in a fresh rotor with fresh pads.
