New Injectors, Z1 Chip, Wont Start, Need Help

Its a 1990 twin turbo, manual trans, Jdm swap. Full exhaust, all intake and intercooler piping, underdrive pulleys, boost jets. A z1 chip with 555cc injectors, new style with adapted fuel rail. I did modifications because old style fuel injectors failed...I ran the codes on the ecu and found code 21. "Ignition Signal Circuit". So the car wont start, just turns and turns...Last i knew the timing was set between 17-18. I'm curious if there is anyone in the charlotte, NC area with a working PTU? That maybe they would let me test it before i bought it? Just to help me out..i can post photos if needed...thanks a lot...
