New here!! Have a ka24e problem

i have an 89 240 coupe, has a "rebuilt" ka24e in it, cold it will run fine, when its warmed up it wont rev past 4500rpm... same while in any gear. i changed out the fuel filter and had alot of black stuff poor out when i shook it. it ran mint with the new filter in it. shut it off and went to drive it again an its doing the same thing again, fuel issue? timing issue? kinda lost here
