New Engine Is Driving Me Mad Please HELP!!

I have a Engine issue that is driving me mad. This is a brand new engine, never been running correctly. Issue is the engine seems to only have 5 degree's of base timing with a very rough idle. I had to adjust the screw on the throttle plate just to keep it running. (screw in idle controll valve fell out at the road course last Nov and has a screw in there just to keep it from leaking, was running fine like that for 3 month before rebuild). If I unplug the Maf the Idle will stay constant at 5 degree's and run's alot smoother but will not rev. Disconnecting the TPS (Maf plugged in)will make the engine RPM go down. I did a pressure test on the system and there are no leaks in the Piping or intake manifold. I have been working with Chris (works with enthalpy now) to figure out this issue. We have verified the Maf looks good (checked voltages) and he had Scott send another tune to lean out the idle which did not help because after more testing with the 2nd chip it was leaning towards a car issue. With Scotts first tune he gave me, the idle A/F are in the mid 14's, when i unplug the Maf, the ECU goes to SAFE mode the A/F drops to mid 12's. I have checked, double checked and triple checked the cams and disty and everything is setup correcty for TDC with cams lobes facing out and Disty on #1 cyl. (looked at JWT site and another Site that had pics of where the Cams marking go on the Cam gears) When car is running at like 800rpm (maf unpluged so the timing is not all jumping around) the most timing I can get is about 10 degree's for base timing (disty turned all the way clockwise w/the screws out). I have moved the Disty gear forward and back and nothing helps. I also did a compression test and all cyclinders where at 110psi. These are 8.8:1 Aries

Well I am able to get it to Idle at 20 degre. I messed with the disty some more and was able to get it at 20 for base timing. I'm only getting -12 on the vacum gauge and it is running a little rough. So now time to figure out why it is running rough.

Vacuum is to low should be around -20. You got a leak somewhere.
