Looks like some kind of torsion spring car made from garage door parts and some kind of clutch.

I think I realized they have a version of this for rowing teams. It would be fun if you could get a crew of 4 on it.

But the again, ever checked out one of those pedal-powered boats at a marina? You're gonna hate it after a few miles, lol.

Talking about old dudes in this thread...

Edit: I kinda like it, but it would be suicide trying to drive it with all the idiots on the roads.
I still don't under stand the steering on it, and why is has to be so damn long.
Why not just take that solar panel mold it into some kind roof. Instant shade and no ridiculous long looking car bed.

If I lived a place where golf carts were a common mode of transportation. I'd build one of these smaller.
