Neverending Taillight Leaks

Before you send me links, I have already replaced the butyl seals TWICE as per the write-up (I have regular S13 taillights). Those studs (studs?) on the taillight that are used to secure it to the body and thinner than a twig, and the nut just skips when it gets tight (but it's not tight enough). I've tried just dousing it with silicone around the taillight (from the interior, near where the electrical connector is). It still leaks and it rains a lot here in the Pacific northwest.

Any Ideas?
