need tuning help on pretty built na/ka

i just put my new engine together and am having trouble tuning it properly. to start with here is a list of the mods. it is a s13 ka in a 93 hatch..the block is bored .040 over with wiseco 10.5:1 pistons, stock crank and rods fully balanced with pistons, compression is between 195-200 on all cylinders but only has 50 miles on rebuild, head rebuilt with 3 angle valve job, mild port and polish, intake gasket matched and blended, swirl valves removed along with all emissions, stock 240/248 cams, pacesetter header with no cat and 2.5" exhaust, walbro 255lph fuel pump, adjustable fpr set at 45psi, aem intake with custom cold air box.

now i am 98% sure cams are dead on, dist. timing is set at 20 btdc, fuel pressure is at 45psi on stock injectors, car starts and runs but when revving stumbles a few times before kicking in, kinda like the timing is off. when driving car feels VERY sluggish and doesnt have alot of power. it runs ok, no engine noises, smoke, or anything. i ran a datalog with datascan for a few min and have a rom dump for the maps but they are all stock. if that would help anyone point me in the right direction. any help would be GREATLY appreciated. sorry so long just thought the more detailed the better. thanks
