Need to lower emissions...HELP!

Hey guys just got my SR 240 and I am at the emission part of licensing it. It has a catback apexi, 3" piping from a stock EXH. manifold...It also has a SAFC2 and the ECU is tuned for 12psi, but is running on stock 7psi! Tell me some pointers to lower my emission numbers!

put a cat between that exhaust manifold and muffler
