On an 89 240sx the timing would be 15 degrees correct?

I can also advance the timing to 20 degrees if I run premium octane...correct? (for noticeable gains)

BTW: the 89 240sx completed its trek across Canada, with only a balljoint having to be replaced :)

i don't have an answer, sorry... but for those of you who do know about this, would this all apply to a 1990 ka24e from a 240sx as well?

SOHC's (89-90) are timed at 15 degrees BTDC. Advancing it based on gas octane would depend on how premium is premium. Some places 91 is considered premium, while others are higher. For example, I can only get 93 here. You can advance a couple of degrees without much trouble, but more than that you may start to get some detenation/ping. Do it at your own risk.
