need some help, not timing chain guide (sound clip)

alright well i just picked up a s13 coupe w/s14 ka in it. from what the previous owner told me, it has been rebuilt (not by him///gaskets all look new and fresh) but has been sitting for maybe 2 years or so. anyway when i went to start it up there were a few things i noticed.

1. the windshield wipers swipe once without moving the lever (i think maybe something in the steering column i didnt check yet)

2. i need to give it some gas while turning the key for it to start up, if not it will start then die, or just continually crank without turning over (in the process of figuring out but ideas are welcomed)

and 3. theres a loud ticking noise coming from the engine bay, as if the timing chain was hitting the guide. i just got back inside from removing the guide BUT i found that the guide had already been moved.
