Need opinion and help

Well, here's the deal. Before i moved up here to NY i bought my ROTA's and didnt really think on the tire choice so i settled for some Falken Ziex ZE512's (225/40-245/40)for my 18in wheels. Obviously they didnt handle too well in the snow last year and now in the summer time with the s***ty roads up here the wheels/tires take a beating.

I have my extra set of S14 SE's up here with me that would need all 4 new tires (for the winter). Im wanting to get new wheels (17's) to replace my ROTA's. I would like to just get the new wheels and find all-season or winter tires for them.

Will all-season tires on 17x9 wheels be enough for NY winter's?Will 17inch wheels and more rubber handle NY roads better?
