Need new headlamp bulbs...what do you have?

I've noticed my lights getting quite dim and barely noticing if my headlights are even on or not! So i think it's best to get some new bulbs. i just want some good, bright bulbs...seen some phillips brand 'blue vision' h4 bulbs at k-mart for about 20$. i don't really care if they are blue or not though. it would be cool, but blue wouldn't really match the bright yellow fog lights...

i also want to find a way to take that yellow film or coating, whatever it is, off the the inside of the fog light housings. maybe i can scrape it off or soak it in some kind of solvent..?

one of my friends just ordered some PIAA H4 lights for $55 shipped. They look kinda blue, but twith the yellowing lights it comes out a bright white. He really likes them, so I'd recommend them. sylvania silverstar is what i have...ITs cheap and its bright.
