Need new bumper, plus this piece — what is it called?

If anybody's been following me around, you'll know I'm dealing with repairing a really messed up front end. I know I need a new bumper, but the piece underneath and behind it is also obliterated. I'll post a photo below.

I'm looking at it from under, it's about 7 feet in the air in the shot and the white band is a zip tie holding the bumper in place.

What is this part called? I can't find the name of it in any front bumper assembly diagrams. Also, if you pros could point me to your favorite place to buy exterior gear like this I would be super appreciative

Splash guard. Very common to break/not be reinstalled.

As for the bumper, I am pretty ignorant on this topic as well.

If I got a https://conceptzperformance.com/Cart/de ... hp?II=1996 would it have a significant amount of trouble fitting onto my 95 300ZX NA? i.e. Will all my current stock hardware and lights fit onto it? Will I need to get support foam?

Different turn signals. Everything else would fit without much issue, but the foam would be recommended.

Z1 has the option to order everything all at once (except for the splash guard) if you're going the Jspec route.
