need info on throttle body

does any one know what this is for, I know it's a vacuum line but it just end into nothing, so how would it vacuum. the hole that i circled has a ball-bearing in it. here is a pic, sorry its from my phone cam.

)ps) I'm not talking about the coolent flow line.

can't really tell from the pic, but it's highly probable that's the one for the carbon canister. that's not a good source for vac if you plan on running something like oh let's say an fpr off it. if you're pulling the carbon canister, pop a vac cap on that outlet.

I know what its I just want to know why it just ends and is blocked off by a ball bearing. Being blocked off it seems to be doing nothing. here is a pic of the vacuum line it is hooked up to, the line connects to #1 if you follow #1 it goes to pulse secondary air injection solenoid valve and ends blocked off inside the throttle body.

Usually they use a ball bearing and a little spring to make a one-way valve. Does it go in a little bit if you push on it? That goes to the "zero throttle" port in the TB. It should have high (manifold) vacuum when completely off throttle, and low (intake) vacuum the rest of the time. If the ball bearing doesn't go in, it may need cleaning until it does.
