With an OBD2 car they dont even run a tail pipe emissions test. 96 and up they just hook a OBD2 code reader up to your car and pull the codes. ANY code stored in the ECU will cause you to fail.
So that leaves you with some serious issues if you hook up a turbo charger. One being the EGR system. The other being the Evap emissions system. EGR can still be utilized, you just have to get pretty crafty. Evap emission system is going to be the nail the coffin. All the sensors and check valves are going to start acting really weird the first time you go into boost(or they will just fail). Just going into boost the first time will most likely cause all kinds of OBD2 codes.
Not to mention, with a s14 obd2 ecu your options for larger injector control and tuning are really limited(AFC's..). If you swap it out to a OBD1 ecu so you can run a chipped ecu, you will automatically fail when the tech hooks his scanner up to the OBD2 port and trys to pull your codes.
