need info about small plate that bolts to bottem of sr block.

I've been to 2 other forums with limited help, they only keep on saying don't worry about it. But I am needing more than just that answer. If someone can tell me what its for and if it is a necessity

Here i have a plate that bolts onto the bottom part of the block that looks like it seals away the transmission with a small rubber seal.. But my seal has broken off. or it might just be dirt and grime ... I don't know

Was wondering if anyone can help me with this one. Does it need to be completly sealed or just enough to allow air to get in there, or a vent to let the clutch particles escape that area

No I'm just messing with you! I'm assuming it's probably a peek hole or something, but I'd put it back on just for peace of mind.
