need help with wiring

my s13 has a little problem with the acc. the probems....

1. when i diconnect the battery then reconnect it i have to wait about 3 hours before it will start again

2. sometimes my seatblets wont retract,my clock wont come on, the head lights wont flip open, and the cluster wont turn on untill i start it and rev up above 2000 rpm

3. when im driving my car stuters if i press on the acceration. untill i get it above 3000 rpm

i need some serius help with this!!!

check your ALT fuse under the hood.

its fryed in to the fuse bracket and the center is black but the link isnt broke. its that the problem?
