need help with gauge cluster!

Ok guys having some trouble with my speedometer. So my speedometer doesnt work till i hit a little over 60 mphs even at then when my foots stomping the pedal to the floor and im in 5th gear racing a altima 3.5 se it seems that its stuck at 90 mphs. i've searched but cant really find any one with the same problem. I kinda figured it was my VSS not to sure though. Also i have a light that kinda flickers on the speedo side. So i decided to put blue L.E.Ds but it does the same thing. I noticed that the green film is kinda coming off. Would that be a problem with the mph working. i know i might get flamed but its ok dont bother me just needsome help thanks fellow nico members
