Need help with E Brake wont engage?!?!?

i have a 240 sx s13 and my e brake doesnt work at all. when i tighten the adjusting bolt it just locks up my back brakes. the cables are all working when i pull up on the e brake. i think the lever where the cable meets the springs on my rear calipers is locked up. been spraying wd40 on it hoping it might break loose. im stuckany one have any other ideas??? thanks
