Need help with a ****ed up housing and wastegate valve

Hello! I am starting to look at my turbo project with sadness... been facing small issues even before putting all parts together... hope you can help me.

I received my "brand new" gt2871r with a welding point between the turbine housing and the wastegate valve axle, making it impossible for the wastegate to work. looks like someody at Garret thought I was going to use an external one... right now i wont but anymore from them again

Ok ok.. lets stop with the rant... I have been trying to dremel the welding but, this far, i have even removed a part of the housing itself without reaching the end of the welding. Last thing I tried was to use a 1/32 drill to open the welding point by point... but to no avail... my dremel is just not able to grip the tool hard enough to prevent it from sliding inside the dremel.

Guys, is there something else you can suggest me to do about this? Really want to use internal wastegate.Thanks.
