Need help reinstalling cam chain

So got new cams and a new head and am in the process of installing it. I've run into a problem, and the problem is that there is no way I can get the upper cam chain around both the cam sprocket and the two camshafts. Am I supposed to take the sprockets off my camshafts or no?

It's a 91 KA24DE.

it'll help to loosen the sprocket and did you pull the tensioner on the side?
