Need help - RB25 reving high

I've recently experiencing high rev when I started up the car. It would rev between 2400-3100rpm according to my avc-r and the strange thing is that since it's keeping it's rev that high, I don't have to give it gas when I put it into 1st gear, and afterwards I don't have to step on my gas and it'll cruise by itself at 20km/h and will stay there. BUT the rpm drops after 10-15 mins of driving to around to 1200-1600 rpm and the car drove fine cept the high rev. Now this occured right after I installed my Nismo FPR, turned it to 43psi with vac off. Not sure if it's the afpr but I'm going to install my stock one back and see how it goes. Does anyone know what I should look at or is it a faulty Nismo FPR (Bought it brand new from phase2motortrend)?
