NEED HELP!!! RB20DET HIGH RPM SPUTTER!!!!!

Hi,
just as the titel says im having issues with my rb20det in a 89 hatch 240sx sputering at higher rpm (4000-up) and only when drivng. Happens when it starts boosting, its like the spark is being blown out or fuel is cutting out ive searched all over but cant find anything i havent tried already. im getting a code 21 also if i slowly accelerate it sputters less and pulls hard all the way threw the gear. the higher i set my boost the faster and more it happens. could the alterator be an issue? when i turn my fans on the rpms drop seems to be worse after i put 255lph fuel pump in.
mods:
FMIC
3" turbo back exhaust
yellow jack coils
255 lph fuel pump
adjustable FPR
manual BC
boost 13 psi
stock ecu
stock turbo
stock everything else

whats been done/tried:
replaced MAF (new)
new coils (yellow jackets)
new plugs coper.. gapped .28/.8mm
new fuel pump (255 no name)
fuel presure set to 38psi
replaced ecu temp sensor (not rb20 its for a sentra, plug was the same and the code went away on the ecu)
adjusted tps .48 closed but at WOT it will only go up to 4.16 no mater how mutch i move the tps.
timing is set at 18 degrees i dont have a tac so im guessing on the rpm i read it should be at 650 when timing it?
did a boost leak test and found a cupel but fixed them, it also bleads out the dip stick is that normal?

anyways anyone with some info that could help me out woud be awesome! even some thoughts would be nice as well!!

sounds like a bad igniter to me.

The ignighter I bought brand new it's a j30, but I guess that doesn't mean it's good. I have my stock ignighter that I thought was bad, do you think I should repin my harness plugs and put the stock one back on?

all the grounds hooked up? Do you still have your old coil packs? any codes in the ecu?

Yes I still have all my old coils. All grounds are good and I keep getting a code 21. I adjusted my timing a bit and it's mostly cleared up now. But still have code 21

what normaly causes a code 21? im running a bit rich,and have a slight miss at idel. i went threw emissions yesterday and it failed of course but not by much i dont have a cat right now. im thinking maybe putting one on on and try adding some 91% rubbing alcohol to a few gallons of fuel i read somewhere it might help.
heres the numbers from emssions. let me knwow your thoughts im trying to get it pass.
what i ran / whats aloud
hydrocarbons (HC) in grams/mile 1.76 / 1.60
carbon monoxide (CO) in grams/mile 43.93 / 15.00
oxides of nitrogen (NOX) in grams/mile 2.57 / 2.50

21 = ignition. It could be bad wires leading back to the ecu or bad coils. You would really need to look in the FSM how to test for it. I had a CODE 21 but on my fwd nissan and it's the same code. Crappy wiring going to one of the components caused it to throw the code. Only way I found it was following the FSM for that car.

Hmm well I have a brand new harness it was pre made by wiring specialties. They only thing that's not new would be the wiring to each coil. I guess they could be bad? I have all new coils and new igniter. I hate looking threw the FSM I can never find what I'm looking for! Haha

i have heard of problems with the WS premade harnesses...check the pinout for the igniter.
make sure they line up to the pins on the ecu.

You wouldn't know what pins they are off the top of your head would you? Also what should I be checking for? Think it's possible that one of my wires in the harness that goes to each coil is bad? They are factory and pretty stiff from the heat. I've alsO been messing with them a lot lately with new plug changes and coil swap.

so i did all the checks pre FSM for the code 21 but everything checked out ok. so now im scratching my head. i havent the slightest clue why i have the code 21. it misses at idel to maybe 2500 rpm only in neutral.
would a bad alt. do this
or batery?
even the harness to the coils? thats the last harness piece thats factory.
