Need help putting HICAS into diagnostic mode ...

Hi, my Hicas light comes on only comes on when my car is going around 65 mph or faster, never before. I can take corners hard at around 40 but it never comes on, it seems as if the speed is making it come on. One time I heard a loud squealing going about 70 on the highway, the hicas light came on (locking it up) and the squealing went away. Anyways I follow the fac serv manual to a T when attempting to put Hicas into diagnostic mode, but can never get it on, is there something I'm missing or any tricks that can be done to make this easier?
