I completely agree with the purists who say take it to an automotive paint shop and have it done. If you have a couple of hundred $$ to spare get her done. But realistically, we're in the middle of a recession, money is tight for some, and there are other options.
I just got finished rattle can painting the rear bumper horizontal surface on my beater Q and it turned out very nice. If your lower trim piece can be removed it would be much easier to paint on a bench rather than laying on your back in the driveway. The surface you're painting is small so it will be easy to mask off on the car.
I used automotive spray paint that didn't require any priming. Do rough up the surface to give the paint something to stick to. I used 800, then 1000, then 1500 grit (wet sand) prior to painting and 1500 grit (wet sand) between coats. Top it off with a couple of coats of rattle can clear coat, buff and shine, and it'll look like an auto paint shop job.
