need help my s13 auto wont go into OD...checked fuses...any help?

I was trying to get my cluster lights to illuminate again...cant figure out the problem...when I put the dash back together I left for home and my OD wont engage...when u put in drive the car stays in second...you can manually downshift to first but it doesnt start off in first and the OD wont work. Prior to me ripping the dash apart everything was fine...any ideas? also I accidentally blow a fuse by touching the ignition leads together with my screwdriver...I found only one blown fuse in the kick panel...

what else could be keeping my lights in the cluster from working as well?
