I got a 95 with the same problem, though when you give it full throttle or half throttle, there is a loud "hollow" sound inside the intake or combustion chamber. When I bought the car it ran great except for the timing chain noise so I changed the chains, guides, headgasket, resurfaced the head, new intake gaskets and exhaust gasket, then I had this problem. Ive looked at data stream with my scan tool and found that all my sensors, long and short term fuel trims, O2sensor, everything was in check so I believe that it has to be mechanical. Did you take the timing chains off? If you didnt check the intake manifold runner valves, yours should have it, if they are stuck closed, you will have no power in the higher rpms. Mine doesnt have the valves so I believe mine maybe the cam timing off, I hope, Check those valves better yet, remove your Intake manifold and remove the valves, they dont really serve a purpose. by the way, you should be getting about 30 MPGs if it was running right
