have a 89 240 with a 91 engine. right now I'm having a problem with starting her up. With the throttle wide open she will start up but will run very rough. As of this date I have replaced harness, ECM, disbuter, cap and rotor, plugs and wires, coil, fuel rail and injectors. I have no clue were to go now.

P.S. I bought this car last month like this so i have no clue what the guy did to it.

just noticed that there is oil in the intake.

how much oil are you talking? could be fuel mixed with carbon deposits. It sounds like you have a grossly rich condition going on. Probably related to the MAF or collant temp sensor. break out your volt meter and check the voltages on the MAF see if they are with in spec.

ok bad MAF put a new one on runs alot better and retimed the engine. Now i get a weird ide, it now bounces up and down between ..around 500 up to 1500 not very fast mind you but starts a 500 holds a few sec then 1000 holds 1500 hold then goes back down then all over agine

Sounds like a vacuum leak to me. Check the intake for leaks, listen for hissing, spray WD-40 around the vacuum hoses and watch the mist.
