Holy god... 5.25% CO2?

You've probably got a leaking injector, or bad injector O rings.

HC levels are high because your timing isn't adjusted correctly. Anything above 21 BTDC will raise HC's. You want it between 19~20BTDC. 19BTDC is always fool proof for smog.CO could be raised because you have bad spark plugs, or just overall bad electrical. Insanity could also be right about the O ring failure.

Whenever you have to do emissions, make sure that you drive around beforehand at least for 30-45 minutes, the cat has to be really hot in order to do its job. While waiting in line do not turn off the engine unless instructed, and keep the rpms at 2.5 or so while waiting. Seriously this makes a huge difference I used to work at MD emissions.

Another trick is to use some clean burning alcohol in your fuel, not sure what is safe to use tho.

Good luck!

for the alcohol thing, mentioned above. Just go to the hardwear store and get a gallon of denatured alcohol and put it in your 1/4 or less full tank of gas. It really helped me to pass. it lowerd all of my reading by a lot.

Dear All,

Finally passed inspection after replacing O2 sensor, CO goes down from 5.25 to 0.30.

I still do not know why "check engine"did not turned ON.

Thank you for all comments for this matter.

Have a Happy Holidays!

Well, the car is 13 years old, did the light burnout? Or it might even be disconnected,

I live in Jersey too, Emissions standards here are just getting worse and worse every year...Glad you got yours fixed up though.
