need help attaching pics

i've been playin around with my digital camera the past couple daystryin to get pics of some stuff on buy/sell/trade but the file is always too big. i've tried resizing the pics and takeing them on the lowest setting but i jsut cant figure it out keeps saying no bigger than 400x400. or the html pages that u can make with the software i cant send someone a link cuz it will be under C drive. sorry for the questions its just starting to piss me off.

your pictures cant be more then 400 pic-souls by 400 pic-souls.
